Introduction
The Ministry suggests utilising technology to promote quicker growth rates and greater living standards in all areas of development, including industrial development, rural development, and renewable energy.
Preparing Pakistan’s technological institutions for the 21st century as we enter new markets, expanding the human resource base to stop the brain drain, integrating the current technological infrastructure for efficient S&TR governance, and boosting the capacity of domestic innovation systems are some of its main objectives.
The Federal Minister for Science and Technology launched an ambitious programme in 2019 called “ThinkFuture” to rethink Pakistan’s future in the tradition of Sir Syed Ahmed Khan. Putting the first seven important developing technologies—3D printing, AI, AR, blockchain, IoT, intelligent cars, and smart robots—into perspective. In order to speed up the adoption of these technologies, this programme will build a roadmap for developing technological solutions to local problems and start large-scale national projects.
The Ministry of Science and Technology (MoST) was established in 1972 following the establishment of the Scientific and Technological Research Division in 1964.According to the mandate stated in Schedule-II of the Federal Government Rules of Business 1973, it is the national focal point and enabling arm of the government of Pakistan for planning, coordinating, and directing efforts; to initiate and launch scientific and technological programmes and projects as per national agenda for sound and sustainable S&TR base for the socio-economic development, to achieve the vision for a better Pakistan.
The Federal Secretary of S&T oversees the Ministry of S&T, which has a sanctioned strength of 220 employees and is led by the Federal Minister of Science and Technology. Five technical wings—Policy & Coordination, Planning & Development, Technology, International Liaison, and Electronics Wing—as well as the Administration & Finance Wings—are responsible for the division of labour. Human resource development, technology transfer from R&D institutions and universities to industry, food and agriculture, analytical centres for industrial analysis, industrialization, health, electronics, ocean resources, new materials, biotechnology, textiles, and pharmaceuticals were among the priority areas where efforts were made to consolidate accomplishments.

Background Information
There are about 3.2 million SMEs in Pakistan, and less than 5% of those have any sort of certification system. Small and Medium Enterprises (SMEs) are restricted by financial and other resources, in contrast to major businesses in the formal sector. An SME must have a mechanism through which it can receive support for business and human resource training and development due to this inherent characteristic.
The private sector has always been and will continue to be the primary engine of growth. One of Pakistan Vision 2025’s enabling pillars is the growth of a competitive knowledge-based economy through innovation and value addition.
The ability to successfully and profitably develop and deliver high-quality goods and services is referred to as competitiveness. In order to improve the nation’s economy, Vision 2025 calls for investments in the factors that affect national competitiveness, particularly in the development of innovative technologies, skilled labour, and participation in international markets. In this case, there is a direct or indirect connection between the scientific and technology industry and a country’s progress. To support the SME sector, it is essential to give it the resources and incentives it needs to make a meaningful contribution to growth.
